By whatever name, moving is seen

as a burden by some, an

opportunity by others, but is an

experience shared by almost all of

those in uniform. It is a part of

life in the armed forces.

“Know before you go.”









Executing a PCS

doesn’t have to be as

burdensome or stressful as some

might imagine, much of the “mystery”

can be removed by preparing in

advance and by using the vast array of

information “tools” that are available.

prohibit pack-up of household goods.

Clean-up /reschedule will be required.

 “Missed Move” charges

A PCS carries with it an array of

pay, benefit, and entitlement

implications. Some are common,

others pertain specifically to

CONUS or OCONUS moves.



Let’s take a look . . .

 PER DIEM ALLOWANCE - A daily allotment

to reimburse servicemembers for the out-of-

pocket cost of food, lodging and incidental

expenses. For travel by POC, per diem for

the member is at the flat Standard CONUS

rate. ($123.00 as of 1/1/2012).

 Per diem for the dependents is 3/4 of the

member's applicable rate for each

dependent age 12 or older and 1/2 of the

member's rate for each dependent under

9 age 12.

 MONETARY ALLOWANCE (MALT)

The MALT rate is a payment for POC

travel based on the official distance

between authorized locations, it is a

payment in lieu of providing transportation

on a commercial carrier. The MALT rate is

23 cents/mile per authorized POC

(as of 1 JUL 11).

 Temporary Lodging Expenses (TLE)

For other than normal expenses incurred

upon initial arrival while occupying initial

lodging and for expenses for meals obtained

as a direct result of using temporary lodging

in CONUS that do not have facilities for

preparing and consuming meals while

waiting privatized housing assignment or

other housing accommodations when

government quarters are not available.

 TEMPORARY LODGING EXPENSE (TLE)

To offset lodging/meal expenses.

10 days in conjunction with a PCS to a CONUS

PDS, (you may split the days among old CONUS

PDS, new CONUS PDS and CONUS designated

place), OR

5 days ICW a PCS from CONUS to an OCONUS

PDS, (you may split the days among old CONUS

PDS and CONUS designated place). A separate

allowance – TLA, applies at the OCONUS site.

 House Hunting

Per MCO P1000.6G you may rate 10

days permissive TAD for house hunting

if approved by losing or gaining

command. This request may be

submitted via MOL.

 Dislocation Allowance (DLA)

Dislocation allowance is a one time

payment incident to PCS to help offset the

cost of moving for service members who

live in privatized housing or privately

leased/owned quarters who executes fully

funded PCS orders. This allowance does

not apply to service members who live in

government quarters.

Similar to CONUS DLA, this is an

allowance to offset miscellaneous moving

costs for service members who live

Overseas.

 Cost of Living Allowance (COLA)

Monthly entitlement to offset the cost of

living in places where goods and supplies

are more expensive than CONUS locations.

This entitlement varies from month to

month.

• ADVANCE BASIC ALLOWANCE FOR

HOUSING (BAH) When authorized by command,

payment to pay advance rent, security deposits,

and/or initial expenses incident to occupying non-

GOV’T housing. “Repaid” over 12 months.

• ADVANCE BASIC PAY (Up to 3 months)

When authorized, is intended to provide funds

necessary to meet extraordinary expenses (not

covered by other entitlements) incident to

19 permanent change of station orders. Must be repaid.

Conduct real estate/ housing/apartment expense surveys.

Obtain Chamber of Commerce contact and community

“Relocation Package” request information. * Chamber of

21 Commerce Zip Code can be used for BAH approximation.

Relocation Assistance







 Health and well-being … Take care of elective medical

procedures and dental work if possible. Coordinate with EFMP

if there are special-needs factors. * Don’t forget pets’

vaccination records and other forms, especially for overseas

tours.

 Auto Licensing and Registration … Check requirements as

they pertain to the particular state.

 Business and Legal Matters … Take care of pending

business and financial matters. Secure legal paperwork

and close or transfer bank accounts, etc., if necessary. Submit

“Change of Address” package to USPS as soon as possible.

 Utilities and Services … Schedule termination of utilities and

other services, … provide for forwarding of mail. Keep contact

22 telephone numbers for follow-up if needed.

 Financial Planning … It is extremely important to

take early steps with regards to budgeting for a PCS.

As difficult as it may seem, setting aside funds for

contingencies can mean the difference between being

able to execute a “smooth move” … or being caught

up in financial difficulties in during your PCS.

settling-in to your new home-base.

• Contact the TRICARE Health Benefits Advisor in the

region of your assignment. (www.tricare.osd.mil)

If driving, make note of the military bases and

temporary lodging facilities along the route. Please

remember to check fluid levels, windshield wipers,

spare tire condition, - consider weather forecasts and

alternate routes for the period of travel, check local

“news” radio stations for weather & traffic updates

during the trip.
